Who We Are
CEA is led by its founder and director, Stephen Todd. As an independent practice, every project is handled directly by an experienced engineer — there are no account managers or junior staff acting as intermediaries.
Stephen is a degree-qualified civil engineer with over 20 years of experience delivering roads, highways and civil infrastructure projects across Australia, the United Kingdom and New Zealand.
He holds Fellow membership with the Institute of Highways Engineers (UK), Incorporated Engineer registration with the Engineering Council UK, and is listed on the National Engineering Register with Engineers Australia — professional credentials that reflect both his technical competence and his commitment to the profession.
At CEA, Stephen leads all technical delivery, client liaison and project management. His experience spans concept design through to issued-for-construction documentation, with particular expertise in road design, 3D modelling, drainage and civil drafting.
Where projects demand additional capacity or specialist input, CEA draws on a trusted network of experienced associates. Each has been carefully selected based on their technical capability and approach to delivery. This allows CEA to remain agile and responsive — providing the right resource for each project without compromising on quality or client communication.
