CEA wasn't launched with fanfare. It grew the way most good Civil Engineering and design consultancy practices do — through consistent work, word of mouth, and a track record built one project at a time.
Stephen Todd started his engineering career in 2006 on highway maintenance contracts in North Yorkshire. Over the years that followed he worked his way up through roles at Jacobs, Balfour Beatty and May Gurney, gaining experience across roads and civil infrastructure before moving to New Zealand and then Perth.
Back in the UK, Stephen established Civil Engineering Assignments Ltd as a contracting vehicle — working across consultancies in Yorkshire and the Midlands while completing his degree and gaining professional registration with the Engineering Council UK. CEA Ltd operated as a Civil Engineering and design consultancy practice until 2019.
From 2019, Stephen worked as a senior engineer at SMEC, AECOM, GHD and Stantec, gaining deep experience in the Western Australian infrastructure market. In 2022 he registered CEA as a sole trader and began taking on Civil Engineering and design consultancy work for local councils.
The sole trader work gained traction quickly. By 2023, CEA was formally incorporated as Civil Engineering Assignments Pty Ltd and Stephen moved to running it full time. The clients were there, the work was coming in, and the opportunity to build something independent was too good to pass up.
Three years on, CEA has an established portfolio across rural and urban roads, drainage, car parks and civil infrastructure — and a client list that continues to grow across Western Australia and beyond.
